U.S. Senators Katie Britt, Thom Tillis, Colleagues Introduce Legislation to Increase Housing Supply, Reduce Costs

WASHINGTON, D.C. — U.S. Senator Katie Britt (R-Ala.), Chairman of the Housing, Transportation, and Community Development Subcommittee of the Senate Banking Committee, joined Senators Thom Tillis (R-N.C.), Tim Scott (R-S.C.), Ruben Gallego (D-Ariz.), Brian Schatz (D-Hawaii), Mike Crapo (R-Idaho), and Alex Padilla (D-Calif.) in introducing the bipartisan Housing Supply Expansion Act of 2025

“The Housing Supply Expansion Act of 2025 updates current law to reflect modern housing needs and reduces red tape to make housing more affordable for Americans,” said Senator Britt. “I remain committed to advancing innovative solutions that increase our nation’s housing stock and help more hardworking Americans become homeowners. I’m proud to join my colleagues in this commonsense, bipartisan legislation.”

This legislation modernizes the federal definition of “manufactured housing,” by removing the requirement for homes to be built with a permanent chassis. By allowing for off-chassis manufactured homes, the bill would not only expand consumer access to more efficient and cost-effective designs, but also provide greater architectural flexibility for more modern designs that better integrate these homes into existing neighborhoods. “I’m proud to support this commonsense legislation that expands housing options for hardworking families in North Carolina and across the country,” said Senator Tillis. “By modernizing the definition of manufactured homes, we can encourage innovative and affordable designs and help more Americans achieve the dream of homeownership.”

“Manufactured housing plays an important role in helping more Americans access homeownership, but we need to make sure outdated regulations aren’t preventing newer, potentially more innovative models from coming to market,” said Chairman Scott. “This legislation will remove red tape and lower the costs of building these types of homes, increasing access to affordable housing opportunities for Americans across the country.” 

As the Chairman of the Housing, Transportation, and Community Development Subcommittee of the Senate Banking Committee, Senator Britt has prioritized addressing multiple housing-related issues. In April, Senator Britt introduced the Housing Unhoused Disabled Veterans Act (HUDVA), which would permanently exclude disability payments received by veterans from annual income for housing assistance eligibility purposed under the Department of Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) Program.
